In Caligula you step into the sandals of a Roman senator, during the reign of the most debauched emperor Rome ever knew. The senate gathers for serious business, and that business is mostly about drinking. But between the cups you will of course keep making laws. Break a rule? Then you simply take another sip. There are eight sacred laws that always apply. On top of that you create new rules together: Caesar's commands, up to twelve of them. A rule can require something or forbid it, and usually comes with a punishment. No punishment given? Then the familiar one applies: drink up. One player is the Arbiter, who keeps the scroll, helps with the wording of new laws and decides who is following the rules properly. And then there is the Jester, who obeys no command at all and secretly tries to lure the others into a trap. Anyone who laughs at the Jester drinks. Everyone starts with some coins, which you can use to pay fines and dodge a sip. You win if you have twice as much money as everyone else combined, or if everyone agrees that you are the winner. An evening full of crazy rules, plenty of laughter and ever more laws that nobody can keep track of.
