The fun thing about Fluxx is that the cards themselves decide which rules apply. You start with three cards in your hand. On your turn you draw a card and play one. That way you keep changing how the game works: how many cards you draw, how many you play and even how you win. Nothing is fixed, everything can be different the next moment.
